Update archived/cancelled projects

• Archive Kubernetes Best Practices project in website and GitHub. Please note that I did my best effort at updating the project status in translated files but some languages are more tough than others so responsible contributors would need to help me with adding up missing updates according to the English version :)
• Restructure the project table to keep active projects on top.
• Move cancelled projects to a separate, archived folder on GitHub.
  Related to [Action] Project Archival: Kubernetes Best Practices for Sustainability #500

NB: Links are marked as failing by the build but it will be fixed once this PR is merged.
