User Story

As an integrator, I no longer need the private COMPAS-Flow.

I want to remove all usage of the private COMPAS-Flow

So that I don't need to provide private COMPAS-Flow and the code do not depend on private COMPAS-Flow

Acceptance criteria

Completely remove these services :
- ExtRefEditorService.updateAllExtRefIedNames
- ExtRefEditorService.debindCompasFlowsAndExtRefsBasedOnVoltageLevel
- ExtRefEditorService.updateIedNameBasedOnLnode
In service ControlBlockEditorService.createDataSetAndControlBlocks, remove check on CompasFlow attributes
Remove all occurrences of private COMPAS-Flow.
