Who is subscribed to the CoC report mailing list

According to https://github.com/commonhaus/foundation-draft/blob/main/policies/code-of-conduct.md#reports-to-the-coc-report-mailing-list:

All Councilors are subscribed to the the report mailing list.

Should those subscribed to this list be CFC councilors or members of the CoCP? I believe it should be the latter.

Also, I noticed the double "the" in the quoted statement

I think I misunderstood.

If I understand now. The CFC deals with CoC reports, and the CoCP deals with CoC escalations
