Why are there two debian packages directories? Which is used? Can one set be removed?
(As minor related; I think packaging/debian/librdkafka.dsc could be removed; as .dsc files are generated output by debian packaging tools from the debian/control files)

There appears to be two complete sets of debian packaging files, which are similar but slightly different:
diff -r --ignore-all-space debian packaging/debian
Why are there two debian packages directories? Which is used? Can one set be removed?
(As minor related; I think packaging/debian/librdkafka.dsc could be removed; as .dsc files are generated output by debian packaging tools from the debian/control files)
