How to define independent means and covariances between multiple tasks

I know that when using IndependentMultitaskVariationalStrategy, I only need to return MultivariateNormal, and it will return the MultitaskMultivariateNormal object. But I have the following questions:

1. What does Independent mean for the IndependentMultitaskVariationalStrategy? Are the mean and covariance of each task independent?
2. If not, how do I define the ApproximateGP of the independent mean and covariance between multiple tasks?
