refactor: backport changes to remove the ability to take a fee for each forwarded packet #210

Backports changes from #202 to the release/v7 branch

Also upgrades deps to use ibc-go v7.6.0 which will take favor over the changes in #199

Not sure which order we want to handle things but we may want to consider #199

Edit: fighting go.mod issues but wanted to push changes before i do some possibly destructive things with my local environment

this PR here can just bump to 7.6.X & 199 be closed. It was specifically requested by the hub team is all to ensure it was compatible. They are on mainnet with 7.6 no issue
