The changes coming in v1.14 and #566 is duplicating content across Providers, Packages and Functions since they are all "package" types.

We need to dedup this stuff and streamline.

Shortcodes/includes don't allow us to include nested shortcodes like {{<hover>}}. There isn't another way to dedup this without a major content restructuring.

Closing as won't fix for now.
