Release Note Support

This is a proposal for how we can publish release notes in the Crossplane docs.

Each version would have a

• Release note summary page containing a summary of each release of that version.
• Individual release pages containing the full release note information for a specific version.

The summary page is auto-generated from the markdown files in the release-notes folder.
