NSIS with Plugins in a Docker Container

Images is based on Debian:unstable
Installs NSIS v3.08-3
Included Plugins are:
- Simple Firewall Plugin vUnicode_1.21
- Simple Service Plugin vUnicode_1.30

Currently used in MakeFiles
Should also work with Jenkins and Docker enabled CIs
