cy.exec in command.ts file

I upgraded Cypress from v10.x.x to 12.x and then 13.x but my tests fail because I am running cy.exec outside a spec file.

Why the hell would that matter. What is the supposed workaround for such use cases?

e.g

Cypress.Commands.add('moveTicketToXXXState', function (ticketId) {
  cy.exec(`npm run run-e2e-setup ${ticketId}`);
  cy.readFile('response.json').then((result) => {
    if (typeof result !== 'boolean') {
      throw new Error('Error occured');
    }
  });
});
