Strength states don't pass QA with some events.

For example, game_id == 2021020012 and event_idx == 144, Jesper Fast's goal says the situations was 5v7 for the Hurricanes. It was a 5v5 goal

It looks like this might be a result of incorrect game shift data provided by the NHL. Row 728 is the faux-shift in question.

Is this a known or common error before faceoffs?
