Filters on Resource Catalog page don't persist after viewing a resource

Describe the bug
If I select a few filters, view the full card details of one of the filtered resources, then go back to the resource catalog all of my filters have been cleared

To Reproduce
Steps to reproduce the behavior:

1. Go to the Resource Catalog page
2. Select a few filters
3. Click on a resource that appears using those filters
4. Return to the Resource Catalog page
5. All filters have been cleared

Expected behavior
Filters persist until cleared by the user

The user might click on one resource, feel like it isn't quite the right fit, and want to return to resources that fit their combination of filters to examine another option
