Utilize tox to test the project under different Python environment, and reorganize GitHub Actions workflows around the tox setup. A good example of specifying GitHub Actions workflows on top of tox set up is https://github.com/dandi/zarr_checksum//blob/HEAD/.github/workflows/test.yml.
