The Issue
I've been seeing a variety of support issues where composer doesn't work right because using php8.2 instead of 8.3. We've been proposing php8.3 for drupal10 and 11 for some time in the DDEV quickstarts.
How This PR Solves The Issue
Suggest php8.3 in the instructions instead of php8.2
