O nome você queria colocar igual a ferramenta? Se for, o nome dela é tfsec, e não tfscan.

Aqui no gatilho, temos outra coisa:

Por que ele roda no push, PR e cron?

Não faz sentido colocar no cron, porque o tfsec não vai mudar caso o código não mude junto, ou seja, vale mais a pena manter apenas para PR.
