Support for D2 dispersion model

Maybe a little bit out of scope for this project, but in principle possible to initialize the dispersion model with the coefficients used for the D2 dispersion correction together with the zero damping function. The difficulty is on how to support this in a sane way together with all the D3 damping functions which assume that they only get the functional request.
