UID fixed

How can I make the UID get fixed? Every time step the cell phone in the reader the UID changes, but I need it fixed, how can I do that?

Per HCE specification, the UID must be random. And readers must not rely on a specific UID. App selection must be done with AIDs. The app can send identifying messages.
