[feature request] add helm chart ci

We need to add CI in helm chart to test it.
Need to investigate several ways. Currently I prefer using https://github.com/kubernetes-sigs/kind

There is an official chart linting tool https://github.com/helm/chart-testing.
We can use it to do the basic linting and checking.
