Document the known environments and CLI locale options

I'd introduced this behavior in a previous commit but didn't update the README with the new information. This issue is to track the follow-up work needed there.

Specifically, we'll probably want to add a separate "Environment" section that explains how to set up the locale. As part of this, we'll probably want to move the supported locales logic from the CLI into the core library.
