Is there way how to get normal 404 page with Associate Root namespace "page"?

Normal 404 page is for me page when I can use error_template.php file and template look of this page. Plus use different layout in theme.xml for it.

I did it and then I found that I am getting Requested page does not exist from page.php
The reason is this settings:

Then page.php is used with code:

	if(!$sql->gen($query))
		{
		 	header("HTTP/1.0 404 Not Found");
,,,
$this->template = e107::getCoreTemplate('page', 'default');
...

There is not either special page template, but default is used.

Why - if Redirect to System not found page is ON - it is not redirected in page.php?

			if (e107::getPref('url_error_redirect', false) && $r->notFoundUrl)
			{
				$redirect = $r->assemble($r->notFoundUrl, '', 'encode=0&full=1');

				e107::getRedirect()->redirect($redirect, true, 404);
			}
