Matching tenders by keyword

This notice was published on 10.10 and contains the keyword "Python" in the description, but I don't see it in the list.

Note: the CPV code is in our whitelist list, but the type of client may not be.
For 'keyword' matching the other criteria should not matter, though.

The AA_AUTHORITY_TYPE is Body governed by public law, we only look for European Institution/Agency or International Organisation.

The keyword is used for 2 things:

• notify tenders containing specific keywords
• mark the keywords in the frontend

Can we give somehow more priority to the keywords when importing tenders? I.e. if one of the keywords match, then ignore the other rules, like CPV and authority type?
