Update org.eclipse.jdt.annotation version in the JDT feature

Fixes SDK build failure due the missing required bundle after eclipse-jdt/eclipse.jdt.core#1500 change. Fixes eclipse-platform/eclipse.platform.releng.aggregator#1486
