[Story] Show a banner when contact's verified-identity has changed

Description

Show banner

• As a user
• I want to see when the verified-identity of one of my contacts has changed
• So that I would know that ASAP and would not be confused why messages fail to send.

Withdraw verification

• As a user
• I want to be able to withdraw verification when the verified-identity has changed
• So that I can continue sending messages when immediate re-verification is not possible.

The primary motivation for this to be done ASAP, is that the stop-gap solution (message fails to send and there is an indication of that in the timeline) could be flaky & does not address all scenarios - e.g. when you upload image, it just fails without telling the reason, same for starting EC. Note that this does not solve the same problem for the situation when a verified user has an unverified device.
