Describe the improvement you would like to see
Consider bumping both the Python and NumPy versions

How will this change existing functionality?
If NumPy is upgraded to the new 2.0 major version, care should be taken to ensure no functionality is affected due to the upgrade.

For reference, see the NumPy 2.0 migration guide

How will this improvement affect the current Threat Model?
This proposal should not affect the Threat Model
