Enhancement: Automatic Payments

Would be nice if you haven't paid an invoice in let's says 3 days it would be automatically paid. Players can just receive invoices but never pay them

I've opened #14 which has the ability to automatically bill players when the fine/invoice is issued. In a future iteration I may look at delayed billing, based on an issue date of the fine.
