Beacon Network Routing Table intermittently has no nodes #484

I have observed FINDCONTENT calls failing between two Ultralight nodes that are connected locally and the error is no ENR found and occurs here when the ENR for the node is looked up in the routing table. When I log out the routing table to the console, I see that it has no nodes in it but an immediate subsequent call to sendFindContent does find the node. We should determine what's causing this issue and resolve.
