Integrated SOW10 CRSS Settlement database updates

New features:

  1. Enter any source path in writeTableDescriptionToHTML.py
  2. Retrieve new and unique fields of SOW10 in retrievenewfields.py

Caveat:

  1. Forgot to release the 1.0 version (purely SOW9, without SOW10 integration) in Github. Moving forward, it's good practice to publish release per milestone.
