Calling regaddress should register domain if unregistered

Instead of calling two separate actions, users could benefit from combining regdomain and regaddress into a single action during registration.

If a FIO Address is passed into regaddress where the domain has yet to be registered, instead of an error response, users should be able to register the domain if the fee supplied meets the requirement for both actions.

Due to the previous refactoring efforts, this change should be swift.
