Update VERSION and NEWS
Create a tag
Build the Windows installer and post on firelab.org
Sign Windows installer with DigiCert certificate
Release it on GitHub
Send out the release email
Submit to the CIO via Service Now
Install the new version on the test machine for nightly tests
Install the new version for WindNinja Mobile (if appropriate)
