Define project-wide annual reports

It'd be nice to have a yearly transparency report where the project can share where it's been the past year. An initial rough one as part of the bootstrap process might be a good idea. Things like total apps, contributor growth, health checks, that sort of thing.

There should be a reports/ directory in this repo, and then organized by year, along with the source and the slides. Ideally member organizations are reporting back and also presenting the state of the hub back to their communities, having all the "charts and slides" in one place will be more discoverable.
