drop sign_curve mechanism

Problem: the sign_curve job signing mechanism is unused and essentially undocumented. Perhaps it should be removed to make the project simpler to review, and to avoid a site deciding to use it without realizing they are picking up something that's never been deployed.

It can always be revived if wanted someday.
