Detekce změn, pokus číslo 2. Předchozí řešení nefungovalo (ani nemohlo, blbě jsem to pochopil). Toto řešení kontroluje zda byl v posledních 24 hodinách proveden nějaký commit do branche z které je akce volána. Navíc by to mělo fungovat tak, že pokud bude akce volána manuálně tak se vybuildí vždy (proto je tam podmínka != false).
