There is no ./dev-docs directory in the package. Suggest that something as critical as INSTALL instructions just be kept at .INSTALL.md or INSTALL.txt as expected.

Is there an explanation why this is not planned? We're supposed to go to github to find the install instructions after downloading the official package? Seems simple enough to include the install instructions. Also doesn't include install instructions, just make, no make install.
