Problem to Solve

if everything goes well, after #2941, we will make dlmalloc a program library which can insanely reduce the size of user programs, furthermore, it's also a good idea to introduce official or customized program libraries in our protocol

milestone-1: Test program library in #2941 for weeks
milestone-2: Introduce official program libraries, like ERC-20, etc.
milestone-3: Open API for users to upload their program libraries

Possible Solution

1. for milestone 2, we may need to introduce a new repo
2. for milestone 3, libraries require more strict checks
