Who merges the forks and when? #1

Csaba and I are working on notebooks for the SOLID process. They are two separate notebooks in forked repositories from this one, so "nateme16/geo-aquawatch-water-quality" for example. What is the smoothest process and timing to merge with the main github? Maybe after some major parts are done?

Well I figured out the pull request system that will allow someone to review our forked changes. I suppose we assign someone to be the quarterback for that.
