As a catalog owner you want at least to be compliant with the CSW specification.

To be able to be compliant the GetCapabilities and GetRecord should output valid XSD content.

To be able to be compliant some minor tweaks are required to the ISO19139 summary page:

• The EX_GeographicBoundingBox coordinates should be in the correct order. (WESN)
• MD_DataIdentification should be in the correct order
• Citation should be split into title and date.

To reference to the GetCapabilities should be possible with both a & and a ; as a delimmiter, this is for easy embedding in HTML documents. This change is both in the getCapabilities INSPIRE to use ; instead of & and to be able to process a URI query with a ; as a delimmiter.
