dependency.cg3 missing?

The problem is that the setup is tuned to the Sámi languages, that use a common dependency file. Taking the language (here cwd) out of the box will give this error message. The quick fix here is to copy some dependency.cg3 to cwd. The permanent fix is to have the non-saami setup as default, and either not rely upon a dependency.cg3 or (better) include a dependency file in the package to be installed.
