Bump controller-gen from v0.9.2 to v.0.14.0

sigs.k8s.io/controller-runtime:v0.18.4 (pulp#1288) needs go > 1.22, but
go 1.22 is incompatible with controller-gen <= 0.13.0, so bumping it
to 0.14.0 to be compatible with newer k8s packages and go.
