RY-03: Adds two drinks - "Honky Tonic" and "Rum and Cola" #192

This adds two new drink cocktails, one a minor addition, the other not-so-minor.

Rum and Coke with a maybe less trademarked name?
Doesn't do anything outside of being alcoholic, it's just a basic combination of rum and cola

This is what I was mainly working on!

Its recipe is the elements that create a clown: Space Lube, Neurotoxin, Colorful Reagent, and unsurprisingly tonic water.
On each cycle:
- 10% chance of randomly stunning the target.
- 4% chance of forcing the user to say a randomly generated sentence, a random phrase soup that will leave the victim an uncontrollably drunken, bumbling and talkative mess.
