Problem
Same as gtt-project/redmine_gtt#275, default ResourceItem position value should not be 0, but nil.
This causes unstable order editing in /projects/{project identifier}/(asset|human)_resource_items views.

Expectation
Default ResourceItem position value should be nil, and ResourceItem order editing should work correctly.
