Dot Plot Rounding/Grouping

The current dot plot creates the left plot where the exact values are grouped together vertically, but some of the questions require the right plot, grouping by 10s (or 100s or 1000s etc).

I'm working on a check box where the user can specify grouping by exact number or by first digit and will close when done.
