You can use seaborn kernel to get the same plot style as OpenAI-spinningup NOW !!!

- support OpenAI-spinningup data format
- remove first line in origin log format
- logger got time output and debug mode
- you can track
locals()in logger (it will save as config.json automatically) - fix some bugs
