Implement Submit Snapshot Page

What changes did you make?

• Created the Submit Snapshot page and Submit Snapshot modal.

Why did you make the changes (we will use this info to test)?

• New page is needed for reviewing which Snapshots are ready to sent to the City and which Snapshots were sent.

• See Issue Create a Submit Snapshot Form and Main Menu Item to select it. #1655 for an explanation of a change where we now save the targetPoints, earnedPoints and projectLevel to the project table. This greatly simplified the submit snapshot page, since we do not need to run the calculation engine on each project to determine which projects satisfy the target points requirement.
