Boundary issue with draggable windows

While working on and adjusting for overlap fixes (see issue #1545 ) Jacob discovered a bug while dragging a window such as one of these:

to the boundary of the map, like this:

Note that in the above video example, the boundary has been moved to not allow of window movement overlapping the header. This to protect the search window from being covered.

This seems to only occur while using safari and does not pertain solely to issue 1545. The problem seems to be across all instances of hajk map.
