How to dump prod database to local one and apply migrations?

Hi there,
I'm trying to restore my production database to my local one (both have different name) and then apply migrations but hasura tries to apply old migrations that are already in production and it fails.

Here is what I am running:

pg_dump $PG_DATABASE_URL_PROD --clean -Fc -v -f db.dump
pg_restore --clean --no-acl --no-owner -d $PG_DATABASE_URL_LOCAL -v db.dump

hasura migrate apply

This fails

If I drop the database first, it works.

So it's possible that data is stored somewhere and not cleaned up on restore.

Is there a better way to handle this without dropping the database first?
