A vote after regular intervals to freeze inactive user's accounts #11

The bot should check (maybe once a month) if a user hasn't used any command for a long time (maybe 3 months) and post a vote in the chat group whether or not to set the user to inactive. Once inactive he can't use the bot anymore.

In my opinion the vote should require more approvals than a pay.

Also up for discussion is how one can reactive one's account.

What should happen to possible debtors if the user is set to inactive?
