Gather specific metadata from files in LC-MS and scRNA-Seq data

Create an endpoint that takes

• dataset uuid
• file name (relative path)

And produces:

• Mass spec instrument method
• LC instrument method
• Running parameters of the raw file
• Some other statistics of the data
• HD5 data, we will need the data structure of the file (database scheme) and number of data points

This is in support of file Epic 21) which will eventually store this data in the files indices
