Поле пустой. Можно добавить стандартный placeholder "Начните вводить отзыв" или более умный "Что понравилось? Что можно улучшить? Предложения?".

И не хватает label для поля ввода отзыва.

Над полем ввода есть подробное описание, что в него вводить. Пустота же приглашает к своему заполнению.
