Control Super S, P. how do i make this key work

bind = Control Super S, P, togglespecialworkspace,

i want to use Control Super S as MODS, and some other key to open special:namexxx workspace

but it won't work, and with this bind, pressing Control Super and P works meaning S is not working, maybe S is not recognized as modifier, but how do i make i work as a modifier.
