The VAT rate in Estonia was raised from 20% to 22% as per 01-01-2024, according to this source. That makes me question the correctness of the document you used for the other rates..

According to europa.eu, which was last updated on 23-03-2022:

  • CZ does indeed use two reduced rates of 10 and 15%. ✔️
  • EE used a 20% standard and 9% reduced rate, but that was in 2022. I can find several sources reporting about the increase to 22% on 01-01-2024. ❌
  • LV does indeed use two reduced rates of 5 and 12%. ✔️
  • SI does indeed use two reduced rates of 5 and 9.5%. ✔️

So if you could remove the Estonia change from this PR then I am happy to merge this.

You seem to be correct, I've reverted the EE changes. There do seem to to be multiple reduced rates for EE but I might add these in a separate PR later on.
